(Make sure you power up your heroes by exploring all the high level ruins for legendary and mythical equipment in the earlier maps, as well as gathering a lot of exp) Take advantage of this and carve out a large amount of holdings, and even then it would be a mistake to settle down and consolidate. You have some very powerful units in your Heroes that can with the support of a few strong regular units blitz through a lot of the early holdings of the AI before he has time to produce a lot of units. The answer to this is quite simply to become more agressive. This means that they'll start producing hordes of units very quickly if not kept in check. Unlike random maps or scenarios, in the campaigns the enemy always start with a vast amount of holdings and cities. The biggest issue I think you have is that you are, as you say, turtling. The campaigns in the age of wonders series has always been fairly brutal, especially the early missions.
